An American counter-intelligence agent is sent as a courier to postwar Tokyo, but his contact is murdered shortly hands over his package. He uncovers a plot to assassinate the High Commissioner, somehow becoming romantically entangled with a receptionist who is dating a fellow spy. A slow moving plot, bad acting, and poor dialogue spoil the film, which has more romance than espionage.
