Joined the British Army at the commencement of World War II, Barber evacuated from Dunkirk and then entered the RAF, where he was shot down twice (and became a Prisoner-of-War). Barber lost his first attempt to enter Parliament in 1950, but the following year entered for Doncaster, where he eventually became Lord Commissioner to the Treasury. Under his friend Edward Heath he assumed Chancellorship of the Exchequer after the death of Iain Macleod after only six weeks in office. During Barber's tenure the VAT (Value Added Tax) was first introduced. After service for the government he became Chairman of Standard Chartered Bank (1974-87). He died from the effects of Parkinson's in 2005.
