He was soon embroiled in a power struggle with Leonid Brezhnev, who persuaded Podgorny in 1965 to accept the figurehead of Chairman of the Presidium of the Supreme Soviet of the USSR. A little more than a decade later, Brezhnev evidently had no more use for the man and forced Podgorny into retirement.
