Executive summary: Governor of Oregon, 1995-2003 and 2010-15

Physician and state legislator who was elected Governor of Oregon for two terms beginning in 1996, succeeding Barbara Roberts. Progressive Democrat; generally pro-abortion rights, anti-death penalty, pro-gay rights. As a legislator, a principal author of the state's 1994 Oregon Health Plan. Lost 2002 election and succeeded as Governor by Ted Kulongoski. Elected Governor again in 2010, succeeding Kulongoski. Resigned in 2015, amidst an investigation over whether his fiancée, Cylvia Hayes, used her role as the state's First Lady to obtain private consulting work.

Hayes has admitted accepting $5,000 for a "Green Card" marriage and later divorce with an Ethiopian immigrant, to help him qualify for U.S. residency. She has also acknowledged purchasing land in the state of Washington for use as a marijuana farm in 1997. Both acts were of course illegal, but the statute of limitations had expired before her admissions.
