He resigned his position in 1991 amidst scandal, in which Salomon bond trader Paul W. Mozer, by using strawman purchases, sought to acquire more than 35% of the supply of U.S. Treasury Bonds at auction, in violation of Federal law. Gutfreund paid a $100,000 fine and signed a consent agreement forbidding him to run securities firms in the future. For a number of years thereafter he faced $300M in lawsuits from company shareholders. Gutfreund spent the remainder of his career operating a consulting business.
