An essential element of the campaign was Heineman's statement of what constituted middle class: "When I see a first-class individual who makes $80,000 a year, he's lower middle class. When I see someone who is making anywhere from $300,000 to $750,000, that's middle class. When I see anyone above that, that's upper middle class."[1] Of course in rural North Carolina, such a statement was a public relations disaster. Heineman's Congressional salary was $133,000, and his police pension $50,000 -- apparently he considered himself poor. Certainly he was out of touch.
