Gender: Male Religion: Roman Catholic Race or Ethnicity: Hispanic Occupation: Government Nationality: Peru Executive summary: UN Secretary General, 1982-91 Javier Pérez de Cuellar has been Peru's ambassador to Switzerland, the Soviet Union, Poland, and Venezuela, and he represented Peru at the United Nations. He represented the United Nations in negotiations over (still) disputed Cypress from 1975-1978. He was elected U.N. Secretary-General in 1982, and served two terms.
As Secretary-General, his accomplishments include negotiating between Britain and Argentina after the Falklands War, and backing the efforts of the Contadora Group (Argentina, Brazil, Colombia, Mexico, Panama, Peru, Uruguay, and Venezuela) to cool America's military ardor in South America. The U.S., however, opposed the Contadora plan and it eventually died. Pérez de Cuellar also opposed the U.S./Iraq war of 1991. He had greater success in Africa, where he was instrumental in convincing South Africa to let Namibia have its independence in 1990.
After Pérez de Cuellar left the U.N. in 1991, U.S. President George H.W. Bush gave him the Medal of Freedom, the highest civilian award available in the United States. In 1995, Pérez de Cuellar ran for President of Peru, and lost in a landslide against that nation's long-time corrupt President, Alberto Fujimori. Pérez de Cuellar is now Peru's ambassador to France.
