In gruesome detail, Taguba concluded that prisoners were subjected to torture, rape, and sodomy, and several prisoners were killed by their American captors. In his report, General Taguba wrote that "there is no longer any doubt as to whether the current administration has committed war crimes. The only question that remains to be answered is whether those who ordered the use of torture will be held to account."
Eleven American soldiers were charged with crimes ranging from dereliction of duty to assault and battery, and the longest prison sentences went to two low-ranking US soldiers, Charles A. Graner (who received a ten-year sentence) and Lynndie England (three years). The prison's commanding officer, General Janis Karpinski, was transferred and demoted to the rank of colonel. She has claimed that the torture techniques used at Abu Ghraib were specifically ordered by then-Secretary of Defense Donald Rumsfeld.
Taguba was the first Filipino-American General in the US Army.
