Trapp's family entered the Oklahoma Territory during the land rush. Upon statehood, he was elected as the first State Auditor. Later as Lieutenant Governor, he assumed governorship after the impeachment and removal of John C. Walton. At the end of his term, because he was not actually elected to office, there was some legal controversy as to whether the state constitution permitted him to run for the governorship again. The Oklahoma Supreme Court, in Fitzpatrick vs. McAlister, ruled in the negative.
