Cox's brother-in-law was publisher of the Middletown Weekly Signal, and he worked there for several years. He then worked at the Cincinnati Enquirer, before being hired in 1894 as personal assistant to robber-baron-turned-Congressman Paul Sorg. With financial backing from Sorg, Cox purchased the Dayton Daily News in 1898, and seven years later he purchased the Springfield Daily News. The papers were very profitable, and Cox was a wealthy man when he went into politics, spending four rather undistinguished years in Congress. He then served three terms as Governor of Ohio, overseeing a progressive agenda that included the beginnings of his state's highway system, creation of the state's "no fault" workers' compensation, and restrictions on child labor. He was the Democratic candidate for President in 1920, with Franklin D. Roosevelt as his running mate, but they lost in a landslide to the Republicans' Warren G. Harding. Cox then returned to his newspaper empire, which eventually grew to include papers in Miami and Atlanta. After his death, Cox's family carried on his media business as Cox Enterprises.
