He was engaged in planting for many years, was a delegate to the Virginia convention of 1861, and the only member from east of the Alleghanies that refused to sign the ordinance of secession. He was an unsuccessful Union candidate for Congress in 1865, and in 1869 was nominated for Lieutenant Governor by the True Republican party on the ticket with Gilbert C. Walker, and elected by 20,000 majority. The same year he was elected to the United States Senate as a Republican, serving from 1870 until 1875.
